LAW 330 - Energy Regulation & Policy

This course focuses primarily on electric and natural gas regulation and legislation.  The course examines both the traditional monopoly model of regulation and evolving competitive alternatives. Because electricity and natural gas policies cannot be fully examined without an understanding of the mechanics of rate regulation, the first part of this course will provide a basic foundation in the economic, legal, and financial aspects of energy regulation, including energy resource planning for both traditional and renewable generation.  The second part will address major U.S. energy legislation since World War II including deregulation of the natural gas industry, deregulation and restructuring of the electric utility industry and the role of rate design on energy efficiency and conservation.
